David B. Dorwart
Board Chairman
David brings over 25 years of wireless experience and leadership to the board. David founded ViaOne Services, which owns and operates Assist Wireless and enTouch Wireless, two of the largest Lifeline & ACP providers in their approved markets. As Board Chairman of NaLA, David brings a clear vision, innovative leadership, and a true passion for Lifeline recipients.
Nathan Stierwalt
Board Member
Nathan Stierwalt, Chief Sales and Marketing Officer for PWG Network Solutions, is the first NaLA board member to represent the carrier supply chain as well as phone suppliers. Nathan represents both member bases and provides helpful insight to the Board on what is needed and expected from this NaLA group.
Stephen Klein
Board Member
Stephen Klein, Chief Executive Officer of SafetyNet Wireless and seasoned executive, works diligently to preserve the Lifeline program. He embodies our vision of education, cooperation, and advocacy through community outreach and improving Lifeline telecommunications at SafetyNet Wireless.
David Avila
Board Member
David Avila has 10 years of Lifeline program experience. He assists the organization in supporting Lifeline recipients, providers, and program advocates. Serving as Associate Vice President at TracFone, David provides leadership at SafeLink Wireless, the largest prepaid wireless Lifeline provider in the U.S.
Jose Cortes
Board Member
Jose Cortes is Chief Strategy Officer and General Counsel at TSB, Inc. where he oversees the growth and strategic planning for ETCs and distribution companies in several states. Jose is recognized for having a credible voice and for his disciplined approach in making valuable business decisions.

Calen Schultz
Board Member
Calen Schultz, Managing Director for Community Outreach Partners, has 10 years of Lifeline Program experience serving in leadership roles in distribution, compliance, and operations. On the NaLA Board, Calen represents Lifeline and Affordable Connectivity Program Master Agencies as an advocate and champion to drive engagement, collaboration, and facilitate progress through the NaLA group.
Danielle Perry
Board Member
Danielle Perry is TruConnect’s Chief Compliance Officer, where she is responsible for leading all compliance and regulatory-related aspects of the organization. Ms. Perry maintains over 20 years of experience in the telecommunications industry, with 10 of those years being focused on the Lifeline program. She held senior management positions on both operations and technology teams, in addition to working closely with state and federal agencies on numerous integration projects.
